Shannon J. Murphy joined Quiroga Law Office in 2025, bringing with her a strong foundation in litigation, regulatory practice, and immigration law. Her experience spans both federal and administrative legal settings, and she is known for her clarity in legal analysis, courtroom advocacy, and public policy insight. Shannon’s professional path reflects a deep commitment to effective legal service and to helping shape systems that serve the public with fairness and integrity.

Shannon earned her Juris Doctor from William & Mary Law School in 2020, where she contributed to the William & Mary Environmental Law and Policy Review and competed with the Moot Court Team. She participated in multiple legal internships across various branches of government, including the Department of Justice, Department of Homeland Security, and the Virginia Attorney General’s Office. These opportunities laid the groundwork for a multidisciplinary legal perspective that blends litigation with regulatory acumen.

Prior to joining Quiroga, Shannon served as an associate attorney at Cranfill Sumner LLP in North Carolina, where she counseled clients on compliance with federal and state regulations, represented economic interests in administrative proceedings, and advised on multi–state investigations. She previously clerked for the Honorable Terrence W. Boyle at the US District Court for the Eastern District of North Carolina, where she drafted judicial decisions on constitutional matters, including immigration officer conduct and procedural due process. Shannon’s judicial writing and research experience sharpened her ability to approach complex issues with depth and precision.

Earlier in her career, Shannon participated in the Attorney General’s Honors Program at the Department of Justice, serving in both the Office of Immigration Litigation (Civil Division) and the Executive Office for Immigration Review. In these roles, she defended agency decisions in federal appellate courts, presented oral arguments before the Seventh and Ninth Circuits, and drafted judicial opinions related to removability and admissibility under immigration law. She also contributed to internal guidance and regulatory interpretation, helping shape how courts and agencies applied evolving legal standards.

Shannon is licensed to practice law in North Carolina, the District of Columbia, and Ohio. She is also an active community leader, serving as a board member for Girls on the Run of the Triangle, legislative advocate for the ASPCA, and mentor to law students at her alma mater. At Quiroga Law Office, Shannon combines her litigation background, regulatory knowledge, and passion for immigration law to deliver informed and impactful advocacy on behalf of immigrant families.
