Anne Fristoe

Anne Marie Fristoe joined Quiroga Law Office in 2026, bringing extensive experience in immigration appellate practice and judicial decision-making. Her legal career has been dedicated to analyzing complex immigration matters, researching evolving legal standards, and supporting fair and consistent adjudication within the immigration system. Anne Marie’s background reflects a strong commitment to legal excellence, precision, and public service. 

 

Anne Marie earned her Juris Doctor, magna cum laude, from North Carolina Central University School of Law in 2019. During law school, she served as both Staff Editor and Senior Editor of the North Carolina Central Law Review and was awarded the prestigious CITI Merit Scholar full-tuition scholarship based on academic achievement. Prior to law school, Anne Marie graduated cum laude from North Carolina State University with a double major in Political Science and Criminology, developing a strong foundation in public policy, legal systems, and government. 

 

Before joining Quiroga, Anne Marie served as an Attorney Advisor with the Department of Justice’s Board of Immigration Appeals. In that role, she drafted proposed decisions and orders involving complex legal and factual issues arising from appeals of Immigration Judge decisions. She prepared detailed memoranda for Appellate Immigration Judges, analyzed records of immigration proceedings, monitored changes in federal immigration law, and provided guidance regarding the interpretation and administration of the Immigration and Nationality Act. Her work required extensive legal analysis and a thorough understanding of immigration law and procedure. 

 

Prior to her work with the Board of Immigration Appeals, Anne Marie served as a Judicial Law Clerk with the Department of Justice’s Office of the Chief Immigration Judge in Atlanta. There, she prepared proposed decisions for Immigration Judges, conducted legal research involving asylum, deportation, and admissibility matters, and closely monitored developments in federal statutes and immigration precedent. Earlier in her legal career, Anne Marie gained experience through positions with the Office of the Appellate Defender, the North Carolina Court of Appeals, and Disability Rights North Carolina, where she worked on matters involving constitutional law, criminal procedure, civil rights, and disability discrimination. 

 

Anne Marie is licensed to practice law in North Carolina and remains committed to providing thoughtful and effective legal advocacy.
