
Taylor Baker joined Quiroga Law Office in 2025, contributing years of high-level experience in immigration law, courtroom advisement, and family law. Having worked extensively with the Executive Office for Immigration Review (EOIR) in multiple jurisdictions, Taylor has built a reputation for her precision in legal analysis, strong leadership, and unwavering commitment to justice in both detained and non-detained settings.
Taylor earned her Juris Doctor from Rutgers School of Law in Camden, New Jersey, in 2017. While in law school, she participated in the Immigrant Rights Clinic and held legal internships at EOIR in Philadelphia, as well as with immigration-focused law firms and judges. She was also involved in the Street Law Pro Bono Project and the Women’s Law Caucus, reflecting her early dedication to advocacy and public service. Taylor holds a Bachelor of Arts in Political Science from Michigan State University, where she was active in student civic engagement and named to the Dean’s List.
Prior to joining Quiroga, Taylor served as an Attorney Advisor and Team Lead (GS-14) at EOIR in Detroit. In that role, she advised immigration judges on complex matters involving asylum, cancellation of removal, waivers of inadmissibility, and custody determinations. She drafted legal decisions, managed team workflows, and led special projects that supported the agency’s mission, such as summarizing new laws and producing courtwide guidance documents. Her work demonstrated an expert understanding of removability, criminal inadmissibility, and procedural efficiency.
From 2018 to 2023, Taylor served as an Attorney Advisor at EOIR in Miami, having entered through the prestigious Department of Justice Honors Program. There, she was a central legal advisor to judges handling cases in both detained and non-detained dockets, and she coordinated operations between her court’s assistant chief immigration judge and a team of attorney advisors. Taylor also compiled performance reports and provided technical oversight in compliance with evolving immigration policy.
Taylor is licensed to practice law in New Jersey. She began her legal career as a law clerk for Judge Gerard H. Breland at the Burlington County Superior Court, where she focused on family law, including child protection, guardianship, and domestic violence matters. At Quiroga Law Office, Taylor brings not only her federal litigation background but also a deep human focus to immigration advocacy.
