Elaine CalderonElaine M. Calderon brings over two decades of experience in U.S. immigration and nationality law, with deep roots in both corporate and individual advocacy. She is passionately committed to empowering immigrants to find their place and voice in the United States through strategic and compassionate legal representation. Her professional journey spans a variety of roles and regions—from clerking in San Francisco to leading a private practice in New York, and working alongside corporate immigration teams in Washington D.C. She has had the honor of supporting families from Asia, DACA recipients from Europe, and professionals from Latin America. Each chapter in her career has deepened her understanding of the immigration system and the diverse individuals and organizations it affects.

As a proud member of the Filipino American legal community, Elaine has held leadership positions in associations devoted to justice, equity, and highlighting immigrant contributions to American society. For her, immigration law is not merely a profession, but a lifelong commitment to serving others with empathy, integrity, and professionalism. She considers it a privilege to walk alongside her clients in their pursuit of opportunity, safety, and a better future in the United States.

Elaine earned her Juris Doctor from New York Law School in 2003, laying a strong foundation in immigration law and public interest advocacy. Prior to law school, she completed her Bachelor of Arts in English and Economics at Bucknell University, earning Dean’s List honors. Her academic path cultivated a rigorous analytical mindset and a passion for immigrant advocacy that continues to guide her legal practice. She is admitted to practice law in the state of New York and has served as an active member and leader in organizations such as the American Immigration Lawyers Association, the Asian American Legal Defense and Education Fund, the Filipino American Lawyers Association of New York, the Asian Bar Association of Nevada, the Nevada Bar Association’s Immigration Committee, and the National Filipino American Lawyers Foundation.

Elaine has dedicated most of her legal career to immigration law, representing clients across a wide spectrum of needs—including employment-based petitions, family reunification, consular processing, and naturalization. Whether working with Fortune 500 companies or individual families, she is consistently focused on delivering clear, results-driven advocacy.

Her previous roles at leading law firms—including Fragomen, Pryor Cashman, and Ogletree—have involved the review and refinement of high-stakes immigration petitions, including H-1B, L-1, E-2, TN, J-1 waivers, and immigrant categories such as EB-1, EB-2, EB-3, and EB-4. Elaine has also represented clients before USCIS and guided them through complex interviews. Her background includes experience in government adjudications, litigation support, appellate drafting, and pro bono work. This comprehensive portfolio equips her to manage even the most challenging immigration matters with precision, confidence, and compassion.

Elaine joined Quiroga Law Office, PLLC with great enthusiasm, inspired by the firm’s unwavering commitment to uplifting immigrant communities. What resonated with her most was the team’s dedication to combining legal excellence with genuine sincerity—qualities that are central to her own legal philosophy.

At Quiroga, Elaine proudly contributes her decades of experience to a collaborative, client-centered environment where every case is treated with care. Together with her colleagues, she helps individuals and families overcome barriers, find stability, and pursue their American dreams. She is honored to be part of a firm that leads with heart, integrity, and relentless advocacy.

Elaine’s philosophy as an immigration attorney is rooted in the belief that each client’s journey deserves dignity, clarity, and focused dedication to their unique needs. She sees immigration law as more than a legal procedure—it is a gateway to freedom, opportunity, and generational impact. She is committed to walking her clients through each step of the process, empowering them with the information they need to make life-changing decisions and assuring them their stories are handled with care and respect.

Having worked with a wide range of clients—from multinational corporations to vulnerable individuals seeking asylum—Elaine brings both versatility and responsiveness to her practice. She approaches each case with strategic precision informed by decades of experience, and with a sense of empathy for the deep impact that immigration outcomes have on real lives.

To Elaine, success is measured not only in case approvals, but in the relief on a client’s face, the reunion of a family, the professional who is able to contribute their talents, and the opening of a new chapter in someone’s life. That sense of purpose drives everything she does.

She has had the honor of contributing to numerous professional conferences, including the Practicing Law Institute and the NAPABA Northeast Regional Conference. She has also held leadership positions, such as President of the Filipino American Lawyers Association of New York, underscoring her dual commitment to legal excellence and community empowerment.

Elaine’s published work includes “AC-21: A Spectrum of H-1B Benefits, Ambiguities and Obstacles,” and she has spoken on panels about executive actions, mergers and acquisitions, and immigration policy. Through these platforms, she continues to advocate for smarter, more humane immigration practices while mentoring the next generation of immigration lawyers.
